Head of Compliance - 12 Month Contract
1. The Role: Overview
Executive Director, Compliance (12-month Contract):
Provide support to the Global Chief Compliance Officer (CCO) in respect of managing compliance risk within the Group.
Physical location: Dublin, Ireland; geographic reach of the role: local and global.
Oversee the Regulatory Compliance obligations for Ireland and Jersey.
Communicate, interpret and implement all compliance policies and procedures, and ensure that they meet regulatory and Group requirements.
Develop, implement and monitor the Compliance Monitoring Plan for all regulated jurisdictions to ensure appropriate controls are developed and monitored, and where necessary, add controls to monitor non-regulated jurisdictions for compliance with policies and procedures.
PCF15 for two Entities (Ireland).
Point of contact with the CBI and also with other overseas regulators, as required.
Direct point of contact with the Group Board of Directors and the parent company.
Drive and manage company-wide projects that sit within the compliance remit.
Manage and oversee the execution of the Compliance Department mandate.
Ensure best practices are carried out by the Business in relation to legislation and regulations.
Reports to: Global Chief Compliance Officer.
Direct Reports: c.5-10.
2. The Role: Specifics
Advisory and Management:
Ensure provision of prompt and accurate compliance and regulatory advice to the business.
Manage, coach, support and assess direct reports' performance; hold regular team meetings to ensure all projects stay on course with effective top down and bottom up communication.
Prepare reports for the Company’s Compliance Committee (CC), relevant Company Boards, Regulators and Clients where required; attend and lead the CC meetings.
Oversee the preparation of ad hoc Compliance Returns and reporting.
Assist Internal Audit and Operations with compliance risk assessment and management.
Assess compliance risk in relation to Group new or existing products, services, processing and operations, and communicate concerns to the respective stakeholder and functions.
Analyse New and Emerging International Regulations:
Asses how they may affect the business and work with affected groups and / or product development team, and recommend processes, policies and procedures.
Ensure new requirements are incorporated into day to day processes.
Oversee development and training for all relevant employees; work with internal or external training software providers to ensure that training sourced or developed fulfils requirements.
Compliance Incident Reporting:
Contact point for escalation of major issues in areas above; liaise with CCO where warranted.

3. The Individual: Overview
Senior Compliance Professional who is / has been PCF-15 approved:
15 Years Management experience with a large Administrator.
Extensive compliance experience in the offshore financial industry.
Relevant university degree and / or professional qualification.
Personal Characteristics: A decision maker; clear and concise communicator; problem solver with excellent relationship management skills.
4. The Individual: Experience and Key Skills
Strong background in Fund, Banking and Custody / Trustee businesses with cross-jurisdictional operating models.
Ability to simplify complicated compliance issues into practical actions to help the business overcome and head them off.
Regulatory Expertise: is or has been PCF-15 approved by the CBI
Essential: strong understanding of the CBI Regulatory Framework. Essential: broad overview of relevant overseas regulation.
Beneficial: understanding of Jersey Regulatory Framework.
Proven Leadership and Project Management Skills:
Excellent interpersonal and communication skills that facilitate open working relationships with staff at all levels in the business.
Strong sense for processes and procedures along with an excellent understanding of business drivers and client orientation.
Demonstrated problem solving and decision-making skills with an ability to address challenging, and at times, contentious situations.
